Logically when life started on earth everybody had equal rights of ownership but over the time some small number of people became owner of this world. So a person with lesser power (often called as poor) his/her "illegal" dwellings will be demolished but powerful people (often called as rich) will regularize their commercial (read illegal) establishments for benefit of economy.

It feels so bad to see this happen. Mother Nature never distinguishes between two creatures and treats them with equal love. Earth never denies stay for various living creatures. Then who are we to do that. We all have been given a chance to live on earth. But never ever we were given a right to deny the basic requirements for the needy people. We are humans and should behave like one. Rules are meant to simplify things but not to make us uncivilized.
